This: You are misinterpreting how to read P-59's text a bit. The force loss does NOT trigger off of the character being 'hit.' It triggers from the destiny draw itself. "Top-level action" is a common term in SWCCG. It means that this card is NOT played as a response to anything. So let me clarify. 1) this "top-level" action comes first before a "just" action. 2) is can be after 1 "just" action and before another. 3) it can be only after any "just" action.
