yes, it falls under the one rule. It specifies a time frame - "your deploy phase" and a singular action - "deploy A matching weapon".

Uggla was actually very good in his years with the marlins. He played average to a bit below avg defense at 2b with OPS'es consistently over 800. Then his bat fell off a cliff. I definitely wouldn't give him 1 mil now, maybe a minor league deal is ok, but he was good at one point.

Nothing stops you from deploying a utinni effect to the same location as its target, unless the card itself prevents it. In the Lat Damage example, it would be immediately reached as soon its deployment resolves. Likewise with The Emperor's Prize.

I finally had a 12 win arena. It might be the most solid deck I've ever seen in the format. Not really any bombs (except maybe sword of justice), but great card quality from top to bottom.
