Banning Legend would also be reasonable, though I think letting that one go might be ok since the typical builds have to change a fair bit (no EPP Quigon/Obi, no saber except Anakin's, no Strike Planning). As with No Idea, Legend benefits a lot from all of its key locations and characters being Virtual and thus avoiding the restrictions.
It does like some rares though and the one copy rule makes it tougher to put things together.
Agreed, which is why I think leaving Legend alone is also fine. Could go either way. No Idea definitely has to go though.

Agreed. I was putting one together and the limit 1 and missing some big rares was definitely a hit to the deck. Yes it still has a lot going for it, but maybe OA might be better build for resistance chars.

But yea, no idea just doesn't get hurt by the limit 1 and doesn't lose much.

Simply having a lot of virtual cards shouldn't be the barrier.

Legend virtual duplicate cards: Jedi Lev, Rescue, Rey, Rose, Rebel Leadership, all of which I would think are fairly critical for Legend but not for something like No Idea. Legend is good because but utilizes Rose & BB8 for retrieval and damage. If they can only run 1 of them you are able to more easily remove them from table for good.
Much like First Order Trooper, Blaster, Dopheld, Kylo are critical duplicates for MAP so even though MAP has a lot of virtual it is still fair in the format.
Diplo losing strike planning is a huge blow as now you can't flip using Mon Mothma easily...or General Calrisian even at all.

But then that is just highlander format.

Name of the format implies some sort of v-card use or restrictions on non-vcards.

Since this is first run of the format - i'm planning to run it next year on EC, you're all my guinea pigs - i'm closing the topic now. We'll see how fun this format is.

Well, if you don't use any of your turn 1 force, you'll probably have 11 Force on turn 2, and that's basically the same thing, right?

That, or just play 15 sites in your deck.
