I'll grant you Unsalvagable is better than leaving the ship there but it still can be Sensed. But if you can capture their ship to "Use as your own" that's huge. LS would most likely decide to forfeit their ship to Lost pile to prevent it from being stolen by the tractor beam after the battle resolves. Right now, they just forfeit their awesome pilots and leave their ships unpiloted and then reload. Especially Capitals. Also, being a device and not a weapon gets around any LS interrupts prohibiting weapons use. This would completely change the way LS forfeits cards from the battle.

Unsalvageable is coded in GEMP.

"unoccupied" in the context of this discussion and use of tractor beams to capture SS implies there is no separate character pilot card aboard, and therefore, able to be captured by tractor beam and used as own ship.
