It's a common source of confusion. The rules are different for unique vs non-unique characters. The non-unique "Rodian" has similar lore and is actually an assassin. But for a unique character like Djas Puhr, the lore must be referring to him specifically for it to count. Since it doesn't, he is not an assassin.
